		<description>The question of purchasing software does not arise, for any agency gets into service agreements with FS developer or a service provider.  

Why do you think that proprietary software operates on the basis of education theories, and not free software?  The assumption seems baseless.  

How can we put the society at stake with proprietary software?  

I do not see why learners are at stake, and for what reason.  you seem to assume that free software is made by a bunch of idiots, who have no deep philosophical or educational credibility.   On the contrary, free software being assessed only by the peer group and not determined by the company/customer relationships, there is a greater chance of bringing in well researched methods and then subject them to good peer review as well as community review.</description>

		<description>Dear Author : FS philosophy sounds good. But, I wonder what to do if a FS developers sets unaffordable prices for resource crunched govt. schools of India. Or in other words -in such condition- FS can be purchased by only those who are resource rich. I am talking this in terms of first purchase opportunity.
Nest I also wonder, how the credibility of these sofware can be fixed which operates on the research nitty-grittys of education theories. Are we in the position to put the learners on stake?</description>
